Ratification of the Protocol to the Agreement on Partnership and Cooperation between Ukraine and European Communities and their Member States on Accession of the Republic of Bulgaria and Romania to the APC (Reg. No. 0013) is essential "to prevent legal and contractual void that originated after Bulgaria and Romania terminated several bilateral agreements with Ukraine on their accession to the European Union".
